About us

The OSCE Mission to Montenegro supports the country in achieving its key national policy objectives in security and governance, democratization, and media development. The Mission is the smallest OSCE’s field operation and implements projects in co-operation with state institutions, media and civil society.

Overview

The Mission to Montenegro operates through three core programmes: security co-operation and governance, democratization and media. These programmes are complemented by extrabudgetary projects that address specialized areas of work, including trial monitoring, small arms and light weapons management, stockpiles of conventional ammunition risk mitigation, and capacity-building for 'K9' units—law enforcement teams consisting of handlers and highly trained police dogs.

The Mission has 10 international and 28 local fixed-term staff (as of 31 December 2024). These figures include staff financed from extrabudgetary contributions.

Budget

In 2024, the Mission operated on the basis of a Provisional Expenditure Authorization based on its 2021 Unified Budget, which amounted to €2,152,100. The extrabudgetary actual expenditure for 2024 was €998,911.

History and mandate

Established in 2006 by the Permanent Council

The Mission’s mandate is to assist and promote the implementation of OSCE principles and commitments, as well as facilitate Montenegro’s co-operation with the OSCE in all three dimensions of security, by promoting co-operation on issues related to the OSCE politico-military, economic and environmental, and human dimension aspects of security and stability.
