OSCE Mission to Montenegro advances development of police e-learning platform

As part of its ongoing support to the Ministry of Interior in expanding professional development opportunities for police officials, the OSCE Mission to Montenegro organized a training programme for the Ministry’s officials and police representatives focused on creating, maintaining, and managing their e-learning platform.

From 1 to 4 December, 11 participants – the platform’s content creators – were equipped with the skills to develop and upload training materials to the platform, and to use advanced tools for incorporating video content into their courses. The Ministry’s e-learning platform, developed with the Mission’s assistance, provides online and hybrid learning opportunities across a wide range of policing-related topics, including non-discrimination, human rights, and combating stereotypes.

This four-day programme will be followed by a four-week mentorship supported by the Mission. During this period, each participant will develop a course in their own field of expertise, which will be published on the platform or further refined by the Ministry’s Directorate for Police Training and Development. By the end of the programme, the expected outcome is strengthened pool of qualified content creators, enabling the Ministry to continuously expand and update the e-learning platform independently. 

In 2022, the Mission provided the Ministry of Interior with the technical infrastructure needed to host the e-learning platform, while in 2023 and 2024, it trained 44 officials on its use, contributing to in-house expertise and a reduction in training and education costs.
